Tropical Storm Elsa's forecast path includes Fort Lauderdale, Broward County and much of southern Florida, with effects possible early Tuesday. Forecasters with the National Hurricane Center said confidence in the forecast is low for Elsa, but warned that it's possible the storm could strengthen into a Category 1 hurricane.
